What is the mix percentage we should use to keep feral cats away?

Mix 10 or so drops of orange oil with water in an 8-ounce spray bottle to spray the perimeter of areas the cats find attractive. They don't care for this fragrance.

Is this oil the right one to mix with vinegar to kill weeds?

You don't need this to kill weeds with Vinegar. The Green Gobbler 30% vinegar will kill all vegetation in less than 24 hours, this product not required. This in my opinion is better for indoor uses.

My husband is a mechanic and get very dirty with a lot of grease. will this get the grease out?

yes it will, I use this product to clean my ovens in between cleanings and it melts the grease down.

Is the spray bottle empty or filled wth product so you get 40 plus oz?

The bottle is empty. You just have to fill it accordingly & then spray it.
