Can these be worn on wrist? And what is their circumference?

These can be worn on the wrist,

will this product be big enough to hold locs, that are skinny and shoulder length?

This product is so tight, it was hard for me to stretch it out. I have long straight hair and it did not work very well for me. If i do it too loose, it slides down. If I tighten, it gave me headaches. For locks, it may work but I am not sure.

Where were these made, and do they have any strange smell?

I do not remember where they were made. They did not have a strange smell. They broke immediately when we used them. My daughter has very thick hair.

how far do they stretch ?

That's difficult to answer...they are fairly tight so I would say they stretch enough but not too much...
